The Origins of AI Ethics in America

As we've learned, the field of artificial intelligence was officially born in 1956 at the Dartmouth Conference when researchers gathered with a goal of determining how to make machines that could think. Then, AI ethics barely existed as a concept. There are several reasons why researchers were not initially interested in AI ethics.

AI Was Really Simple. The AI of the 1950s to the 1980s couldn't do much. Early AI programs could play checkers, prove math theorems, or solve simple logic puzzles. These systems were nowhere nearly sophisticated enough to raise serious ethical concerns. It's hard to worry about the ethics of a program that merely plays tic-tac-toe.

AI Was Rare. AI research happened mostly in universities and research labs. Ordinary people never encountered AI in their daily lives. There were no smartphones with AI assistants, no social media algorithms, no facial recognition, no AI hiring systems. AI was an academic curiosity, not something affecting millions of people.

The Focus Was on Making It Work. Researchers were so focused on getting AI to work at all that they didn't spend much time thinking about the implications if it worked too well. Imagine being so focused on building a car that there is no thought about needing traffic laws until after cars are everywhere.

Optimistic Assumptions. Many early AI researchers had an unspoken assumption: if we make machines smarter, they'll naturally make the world better. Intelligence was seen as inherently good. The idea that intelligent systems might be harmful, biased, or misused wasn't seriously considered.

The first hints of concern came from a few early thinkers who started worrying about AI, especially Isaac Asimov. A science fiction writer, Asimov created his famous "Three Laws of Robotics" in 1942:

1. A robot may not injure a human being or allow a human to come to harm
2. A robot must obey human orders (except when this conflicts with the first law)
3. A robot must protect its own existence (except when this conflicts with the first two laws)

He was disturbed when people formed emotional attachments to ELIZA, treating it like a real therapist even though it didn't understand anything it was saying. In 1976, he wrote a book called Computer Power and Human Reason, warning about becoming too dependent on computers and giving them too much authority over important decisions. Weizenbaum asked: Should there be some decisions that we never let computers make, even if they could? Some things that should remain human, no matter how smart machines get?

Norbert Wiener, one of the founders of cybernetics (the study of control and communication in machines and living things), worried in the 1950s-1960s about autonomous machines and feedback loops. He warned that machines optimizing for the wrong goals could cause harm, even if working perfectly from a technical standpoint.

At the time, Weizenbaum and Wiener were mere voices in the wilderness. Most people weren't listening yet because AI still wasn't powerful enough to matter.

 

Early Ethical Concerns Emerge (1990s-Early 2000s)

By the 1990s, AI is out of the lab and starts to affect real people. AI was moving out of research labs and into the real world in small, yet important ways:

For the first time, AI systems were either making or influencing decisions that affected ordinary people's lives. And sometimes things went wrong.

One of the first major ethical concerns about AI involved privacy. Companies were collecting massive amounts of data about people's behavior: what they bought, where they went, what websites they visited. AI systems analyzed this data to predict behavior and target advertising.

In the 1990s, people started realizing: "Wait, companies know what about me?" This led to early privacy regulations like the Children's Online Privacy Protection Act (COPPA, 1998), protecting kids' data online. There were growing concerns about "data mining" and "Big Brother" surveillance, and debates about what information companies should be allowed to collect and use.

These privacy concerns weren't specifically about AI at first, for they were really about what could be done with AI's analysis of data. Privacy and AI ethics have been intertwined ever since.

Fairness in Automated Decisions

Another early concern was fairness. If an algorithm denies you a loan or a job, how do you know the decision was fair? What if the algorithm is biased?

In the 1990s and early 2000s, there were scattered reports of credit scoring systems that seemed to discriminate against certain neighborhoods, hiring software that filtered out qualified candidates for unclear reasons, and insurance pricing that charged different rates in ways that seemed unfair. They argued this crossed an ethical line: humans should always make the decision to take a human life. This debate brought ethical questions about AI to international forums like the United Nations, even if no consensus emerged about what to do.

 

AI Ethics Becomes Serious (Mid-2000s to 2016)

Several developments made AI ethics urgent in the new century. Companies like Google, Facebook (now Meta), Amazon, and Apple became giants, and AI was central to their business. Google's search algorithm decided what information billions of people saw. Facebook's News Feed algorithm shaped public discourse. Amazon's recommendation engine drove enormous amounts of commerce. These weren't academic exercises, these were systems affecting society at large.

Smartphones and Constant Data Collection (2007+)

When the iPhone launched in 2007, it started an era where people carry powerful computers that constantly generate data: location, contacts, communications, browsing, app usage, health metrics, and more. AI systems analyzed this tsunami of data, making predictions and decisions about people without their explicit knowledge.

Social Media and Algorithmic Curation (Late 2000s-Early 2010s)

Facebook, Twitter, YouTube, and other platforms used AI to decide what content to present to users. These algorithms optimized AI for engagement, keeping people clicking and scrolling. But maximizing engagement had unintended consequences: spreading misinformation, creating echo chambers, promoting outrage, and potentially affecting elections and public health.

The 2008 Financial Crisis

While not purely about AI, the financial crisis of 2008 showed how algorithmic trading and complex mathematical models could cause enormous harm when they failed or were misused. Mathematicians and software engineers created complex algorithms that contributed to a crisis costing millions of jobs and trillions in wealth. This prompted questioning of whether we should trust important decisions to algorithms we don't fully understand.

The Flash Crash of 2010

On May 6, 2010, the stock market suddenly plummeted almost 1,000 points in minutes, then recovered almost as quickly. Investigators determined that interacting automated trading algorithms caused the crash. Humans did not intend for this to happen, the algorithms just reacted to each other in an unstable way. The so-called "flash crash" was a wake-up call. AI systems interacting with each other can produce unpredictable, dangerous outcomes that no individual system was programmed to create.

Target's Pregnancy Prediction (2012)

A famous case from Target department stores showed AI's potential to be invasive. Target's algorithms could predict which customers were pregnant based on their purchasing patterns, sometimes before the women had told anyone. In one case, Target sent pregnancy-related coupons to a teenage girl, revealing her pregnancy to her father before she'd told him. This example went viral, making people realize that AI doesn't just react to what you tell it, it can infer sensitive information about you that you never meant to share.

ProPublica's Investigation of Criminal Justice Algorithms (2016)

In 2016, the news organization ProPublica published an investigation that would become foundational to AI ethics. They analyzed COMPAS, an algorithm used by judges to predict which defendants were likely to commit crimes if released.

Their findings were shocking: the algorithm was twice as likely to incorrectly label black defendants as "high risk" compared to white defendants, even when controlling for actual criminal history. Alleged Russian interference in the election involved AI-amplified disinformation campaigns. Facebook faced intense criticism for its role in spreading false information. The executive order committed to doubling AI research investment, established the first-ever national AI research institutes, issued a plan for AI technical standards, released the world's first AI regulatory guidance, forged new international AI alliances, and established guidance for Federal use of AI.

The Office of Science and Technology Policy issued their policy on AI reflecting American values, asserting that Americans don't have to decide between freedom and technology. The Administration proposed a set of regulatory principles to govern AI development in the private sector. Guided by these principles, innovators and government officials pledged to ensure that as the United States embraces AI, the U.S. also must address the challenging ethical questions that AI can create.

Beyond government and academia, civil society organizations made AI ethics a priority. Groups like the ACLU, NAACP, and NCLR (National Council of La Raza, now UnidosUS) worked on AI discrimination issues, arguing that algorithmic bias perpetuated systemic racism and violated civil rights laws. In addition, new advocacy organizations formed specifically around AI ethics:

These actions included fighting police use of facial recognition, opposing discriminatory credit scoring, and challenging hiring systems that screened out qualified applicants. william james William James

William James was one of America's greatest philosophers and psychologists. He taught at Harvard University and, along with Charles Sanders Peirce and John Dewey, founded the distinctively American philosophical movement called pragmatism. James came from an intellectually prominent family (his brother Henry James was a famous novelist). He studied medicine but became fascinated with psychology and philosophy, particularly questions about consciousness, belief, and how we should live.

James's pragmatism can be summed up in a simple idea: the meaning and truth of ideas depend on their practical consequences. Don't just ask "Is this idea true in some abstract sense?" Ask "What difference does believing this idea make in actual practice?" For ethics, this meant:

James rejected the idea that we could figure out ethics purely through logic. Instead, we need to look at real consequences in the real world. James's pragmatism has influenced AI ethics in several important ways:

Focus on Real Harms

Instead of getting lost in abstract debates about whether AI can "really" be intelligent or conscious, pragmatic AI ethics focuses on practical questions: Does this AI system actually help or harm people? What are the real-world consequences of deploying it?

john dewey John Dewey

John Dewey was one of the most influential American philosophers and educational reformers. Like James, he was a pragmatist, but his focus was on democracy, community, and education. He taught at the University of Chicago and Columbia University and wrote extensively about ethics, politics, and how we learn.

Dewey lived through enormous changes: the Industrial Revolution, two World Wars, and the rise of mass media. He thought deeply about how society should adapt to technological change while preserving democratic values. Dewey's ethics emphasized:
